Effective Date: July 11, 2026
Last Updated: October 16, 2026
Supersedes: Escrow Policy dated May 4, 2026. Transactions authorized before the Effective Date remain settled under the policy in effect at the time of authorization.

1. Introduction

This Payment Policy describes how FixNeighbor LLC (“FixNeighbor,” “we,” “us,” or “our”) authorizes, captures, releases, and refunds payments for home services arranged through the FixNeighbor platform (the “Platform”). It applies to all transactions between property owners (“Clients”) and professional service providers (“Pros”) that are processed through the Platform and is incorporated into our Terms of Service by reference.

FixNeighbor does not operate a fiduciary escrow account and does not take custody of Client funds separate from our third-party payment processors. The payment protection described in this Policy is provided through the card-network authorization-and-capture mechanism offered by our payment processors, together with our Platform- based dispute mediation.

Capitalised terms used here have the meaning given in our Terms of Service. See also Terms of Service § 5.3 for the parallel Client-facing authorization language.

2. How Payment Authorization Works

When a Client approves a Pro's quote for a milestone, FixNeighbor asks our payment processor to place a temporary authorization hold on the Client's card for the contract amount (Clients currently pay no Service Fee). No funds are charged or transferred to FixNeighbor at this stage. The authorization is a promise from the Client's card issuer that the amount will be available if we later request capture, and it typically appears on the Client's card statement as a “pending” charge.

Payments are processed by PayPal. A PayPal authorization stays valid for up to twenty-nine (29) days, but PayPal guarantees the held funds only for the first three (3) days (the “honor period”). While the work is in progress, FixNeighbor may renew the hold as described in Section 2A so that the approved amount stays available. If a hold ends without being captured, no charge appears on the Client's statement.

Card processing costs are paid by FixNeighbor, not added to the Client's total. The Client sees the full total before paying.

2A. Saved Payment Methods, Renewed Holds and Later Charges

When the Client funds a milestone, the Client is asked to authorize FixNeighbor to save the payment method used (a PayPal account or a card) with PayPal. The Client gives this authorization by ticking a box next to the payment buttons; we keep a record of the wording shown, the date and time, and the device used. FixNeighbor never receives or stores full card numbers — PayPal stores the payment method and gives us a reference (token) and, for cards, the brand and last four digits.

With this authorization, FixNeighbor may use the saved payment method only to:

  • Renew a hold for a milestone the Client already funded, while the work is in progress — once after the three-day honor period (a PayPal “reauthorization”), and, if the hold is about to reach its twenty-nine-day limit, by placing a new hold for the same amount and releasing the old one;
  • Charge a milestone after the Client approves the work (or as otherwise provided in Section 4), and a price change the Client accepted in the Platform;
  • Fund a later milestone of the Client's job when the Client chooses “Pay with saved” payment method.

FixNeighbor will never charge more than the milestone amounts and accepted price changes shown in the Client's job, and will not use the saved payment method for anything else. The Client is notified in the job chat (and by text message, Telegram or email, according to the Client's settings) of every renewed hold and every charge; PayPal also sends its own receipt for each charge.

If a renewal or charge is declined, the Client is notified and asked to re-confirm payment; FixNeighbor may pause the milestone until payment is confirmed. The Client may remove the saved payment method at any time in Settings. Removing it stops future renewals and saved-method payments but does not cancel charges the Client already approved, and an unpaid approved amount remains due.

3. Eligible Transactions

Only invoices submitted and paid through the Platform are eligible for the authorization-and-capture flow and the dispute mediation described in Section 5. Off-Platform payments (cash, direct bank transfer, third-party apps) are not covered by FixNeighbor's payment protection or dispute mediation, and FixNeighbor cannot help recover them. Arranging or paying for work off-Platform with a Pro met through FixNeighbor is also a violation of the Terms of Service (Sections 5.5 and 6.5).

4. Capture and Release

4.1 Pro Marks Work Complete

When the Pro finishes the agreed scope for a milestone, they mark the milestone as complete in the Platform. The Client is notified immediately and asked to review and confirm the work.

4.2 Client Confirmation Window

The Client has seventy-two (72) hours after the Pro marks the milestone complete to either release payment or open a dispute through the Platform. When the Client releases, the payment processor captures the previously-authorized amount from the Client's card and, after deduction of the applicable success fee, credits the Pro's PayPal account through PayPal Payouts. Between capture and payout the captured funds are held in FixNeighbor's PayPal account for the Pro; this is usually minutes and at most a few business days.

4.3 Authorization Expiry Without Release

While a funded milestone is in progress, FixNeighbor renews the hold as described in Section 2A. If the hold cannot be renewed (for example, no saved payment method or the renewal is declined) and it reaches its twenty-nine-day limit without release or dispute, the authorization expires: no amount is captured, no charge appears on the Client's statement, and the Client will be asked to fund the milestone again. FixNeighbor sends reminders before that happens and does not capture on the Client's behalf without the Client's approval of the work.

4.4 Payout Timing

After capture, the Pro's net share is queued for payout by the payment processor. For PayPal payouts, funds typically arrive in the Pro's linked PayPal account within one to two (1–2) business days of capture, subject to PayPal's payout processing. FixNeighbor does not control bank or PayPal settlement times.

5. Disputes

5.1 Opening a Dispute

A Client may open a dispute through the Platform within the seventy-two (72) hour confirmation window described in Section 4.2, or within thirty (30) days of milestone completion for a latent quality defect that was not reasonably visible at confirmation. Opening a dispute pauses any pending capture or payout for the affected milestone.

Disputes must include a written description of the issue and, where possible, photographs and any relevant context (the original estimate, scope of work, and messages between the parties).

5.2 FixNeighbor Mediation

FixNeighbor will review the dispute, contact both parties, and attempt to mediate a resolution in good faith within five (5) business days.

To preserve the authorization pending resolution, FixNeighbor may capture the disputed amount at any point before the authorization window in Section 2 would otherwise expire and hold the captured funds pending the mediation outcome. Capture during a dispute is a preservation measure and is not a decision on the merits; if mediation resolves fully or partially in the Client's favor, the captured amount is refunded per Section 6.

Possible mediation outcomes include:

  • Capture the authorization and release full net payout to the Pro;
  • Partial capture and partial refund to the Client;
  • Void the authorization (before capture) or issue a full refund (after capture) to the Client;
  • The Pro returning to complete or correct the work as a condition of capture.

FixNeighbor's mediation decisions are not legally binding, but both Clients and Pros agree to engage in the process in good faith before pursuing external remedies.

5.3 Escalation

If mediation does not resolve the dispute, either party may pursue the dispute resolution mechanism described in the Terms of Service. FixNeighbor is not a party to the underlying service agreement and is not obligated to litigate or arbitrate disputes between Clients and Pros.

6. Refunds and Cancellations

6.1 Cancellation Before Release

A Client may cancel a milestone through the Platform at any time before the milestone is released.

FixNeighbor will instruct PayPal to void the outstanding authorization. The pending hold on the Client's payment method is released within one to three (1–3) business days, and no charge appears on the statement.

6.2 Cancellation After Capture

If the Client seeks to cancel after capture has occurred (for example, when the Client has already released payment and the Pro is returning to correct or complete follow-up work), the Pro may submit documentation of costs incurred (time on-site or supplies acquired). FixNeighbor may instruct the payment processor to issue a partial or full refund against the captured amount, following the mediation process in Section 5.2.

6.3 Refund Timing

Voided authorizations release the pending hold on the Client's card within one to three (1–3) business days, depending on the card issuer. Refunds against captured amounts are processed back to the original payment method within three (3) business days of the refund decision; the funds may take up to ten (10) business days to appear in the Client's account depending on their card issuer.

7. Chargebacks and Failed Payments

If a Client initiates a chargeback with their card issuer, FixNeighbor will respond on behalf of the Platform using the documentation available in the system. While a chargeback is open, any pending capture or payout for the affected milestone is frozen. If the chargeback succeeds after a payout was sent, the Pro must return the amount to FixNeighbor, and FixNeighbor may deduct it from the Pro's future payouts, as agreed by the Pro in Section 16.1 of the Terms of Service. If the chargeback fails, the capture and payout proceed as if the chargeback had not occurred.

FixNeighbor reserves the right to recover chargeback losses, related fees, or fraudulent payment losses from the responsible party, including by deduction from the Pro's future payouts, as set out in the Terms of Service.

8. Fees

Payouts to the Pro are net of the tiered success fee charged to the Pro. Clients currently pay no Service Fee. Both are described in Sections 6.3 and 8.2 of the Terms of Service.

9. Tax Reporting

FixNeighbor and its payment processors will issue tax forms (such as IRS Form 1099-K or 1099-NEC) to Pros where required by law. Pros are responsible for keeping their tax information current in the Platform.

10. Changes to This Policy

We may update this Payment Policy from time to time. Material changes will be posted on the Platform and, where appropriate, communicated by email. Continued use of the Platform after the effective date of changes constitutes acceptance.
